Mid-Rise Condo Planned on Warden in Clairlea-Birchmount Area

An April application to the City of Toronto that seeks Site Plan Approval (SPA) is advancing plans to bring a mid-rise, mixed-use development to 743 Warden Avenue in Scarborough’s Clairlea-Birchmount neighbourhood. The proposal by Stafford Developments would bring a nine-storey, Kohn Partnership Architects and IBI Group-designed building containing commercial space and condominium residences to the northeast corner of Warden and Cleanside, a recently built street, between St Clair and Eglinton. 

Adjacent to a subdivision that Mattamy has been building, but developed by a separate team, the 1.2-acre 743 Warden site is currently home to the Mattamy subdivision’s sales centre.

Plans to bring a mid-rise to the site were approved by the former Ontario Municipal Board (now the Ontario Land Tribunal, or OLT) in 2016. Details continue to be ironed out, with changes in the most recent SPA application the result of comments received in response to the previous submission in January, 2020. The latest application calls for a total gross floor area (GFA) of 17,504 m², including 12,637.6 m² of residential and 1,615.9 m² of retail space, and a roof height of 33.8 metres, a slight reduction from the previous plan.

Among the many changes introduced in the recent SPA, the redesign of elevations to include metal panel and manufactured stone finishes, and an additional building access added along Deans Drive. Many changes to the layout of the floorplans have been introduced, including the redistribution of the indoor amenity spaces, the addition of a retail vestibule for access to parking, and the elimination of the P3 level of the garage.

Another notable change is the decrease in unit count, dropping from 210 in January, 2020 to 206 in the current plan, in a mix of 17 studios, 153 one-bedrooms, 31 two-bedrooms, and 22 three-bedroom units. This mix increases the number of two-bedroom units as per the City’s requests. Among the three-bedroom layouts, four are proposed as townhome-type units,
